A case is being made out that the
success of the Indian Solar Mission is only linked to the continuity in
allowing the dumped imports of cells and modules from Peoples Republic
of China. It is being articulated through various mediums that if we
don’t surrender our Solar Mission to the Manufacturing might of China,
the Indian solar power program will collapse.
Some basic facts can correct this false claim which is being promoted by vested interests, that are attempting to hijack the decision making process in context of the proposed Anti-dumping duty on import of Solar Cells from China and Taiwan.
The total Imports of Cells and Modules during last year was approximately 1250MW. Indian manufacturers of cells have supplied 40MW, therefore the total cells and modules supplied to Indian market was 1290MW.
Out of this quantity, 386MW of modules were exported out last year. Which means that the Indian market consumed 904MW of cells and modules in 2013/14.
This is a reasonable estimate of Indian demand at that point of time.
Even if we estimate the demand to increase by 35% in this year, the total requirement of cells and modules for the Indian market will be around 1220MW.
This can be easily met through the following sources:
1. Indian Cell manufacturing installed capacity is 1214MW
2. Imports from Asian countries which will not have ADD:
a) S Korea – Cell manufacturing capacity 1200MW
b) Singapore – Cell manufacturing capacity 1500MW
c) Sharjah – Cell manufacturing capacity 180MW
A total capacity of 4094MW can be accessed to meet the Indian market consumption of 1220MW in this current year.
Clearly the concerns expressed by various sections of opinion leaders are misplaced and the Indian Solar Mission is not dependent on China and Taiwan.
