Regulator Sees Red, Pulls up Dept of Electricity for Failure to act on Meters

The Joint Electricity Regulatory Commission (JERC) for the State of Goa and Union Territories has reiterated its directive to Electricity Department (ED) to comply with its order on metering and replacement of non-functional meters.

In its latest tariff order 2014-2015, the JERC noted that the Electricity Department had not fully complied with its previous directive. The Commission reiterated its earlier directives and wanted the department to fully comply with it.

The Commission directed the ED to submit the information regarding the standards of performance achieved for the fiscal 2013-14 within one month from the issuance of this order. Further, it stated that the licensee should ensure timely submission of the information as per the requirements laid down in the JERC (Standards of Performance) Regulation, 2009.

Further, the Commission directed ED to create awareness amongst the consumers on the standards of performance notified by the Commission and to make arrangements to publish the standard of performance/salient features of supply code and distribution code in all leading newspapers and in the vernacular, in simple language, which is understandable to a general consumer.

In its tariff order in 2013-2014, the JERC had said, “In case of meter being defective/ damaged/burnt, the licensee or the consumer as the case may be, shall replace the same within the period specified in Standards of Performance Regulations issued by the Commission.”

“Till the defective meters are replaced, the consumption shall be assessed and billed on an average consumption of six meter readings of this year or last year, whichever is higher from the date of meter being out of order. Such consumption shall be treated as actual consumption for all practical purposes until the meter is replaced/rectified.”
