in the city will be astonished to know that about half the electricity
supplied to them by the DHBVN never reaches their homes.
After data from the discom revealed that electricity theft from 29 feeders in the Gurgaon operation circle were over the 50% mark, the Haryana Electricity Regulatory Commission (HERC) warned DHBVN that if concrete efforts were not made to curb electricity theft, they would be forced to endorse a franchisee system and would distribute licences for taking meter readings, preparing bills and revenue collection.
HERC chairman R N Parasher said, "After scrutinizing the matter, we issued a notice on April 28 asking the discoms in the state to reduce theft from feeders reporting high losses or else the maintenance of these feeders will be franchised to private parties."
The regulatory body, in the notice, has noted with serious concern that losses have not reduced since the inception of the discoms. DHBVN's losses over a span of 12 years, from 2001 to 2013, have reduced only by 7%, from 29% to 21%.
"The cost of service has also increased owing to unreasonably high distribution losses because of theft and it will be difficult for the licensees to remain financially viable unless immediate effective steps are taken to control it," Parasher said.
The discom has a total of 3,807 feeders under its area of operations, of which 506 feeders have reported losses of over 50%. Its Gurgaon circle has a total of 701 feeders including 22 rural domestic feeders, 2 tube well feeders and 5 urban feeders, of which 29 have been identified as having more than 50% of their generated electricity stolen, according to the HERC notice.
The commission will issue a detailed model of the franchisee system over the coming week, as a guideline for the distribution of licences. Parasher said that the discom has been advised to identify the 'high-loss level areas' to be given to the franchisees. in the meantimeSource Times of India
