The U.S. Department of Energy (DOE) Wind Program has issued a
Notice of Intent for a funding opportunity that it intends to post early in
2014, pending congressional appropriations. The funding opportunity,
tentatively titled "U.S. Wind Manufacturing: Taller Hub Heights to Access
Higher Wind Resources, and Lower Cost of Energy," intends to support the
development of technologies to mitigate U.S. transportation and logistics
constraints affecting the deployment of taller utility-scale wind turbine
systems. The funding opportunity is expected to focus on innovative designs and
processes for wind turbine tower manufacturing and turbine system installations
that are demonstrably cost-competitive over the entire tower life cycle of
fabrication through decommissioning, for multi-megawatt turbines with hub heights
of at least 120 meters. Scaling to taller towers allows wind turbines to
capture less turbulent and often stronger wind resources, thereby improving
both the economics and amount of U.S. land area that can cost-effectively
support wind energy development.
Manufacturing Tax Credits
LM Wind Power Blades Inc. was among the 12 recipients of Advanced
Energy Manufacturing Tax Credits announced
on December 12. LM subsequently announced
that they plan re-equip their North Dakota blade factory and hire 170 workers.
Air Force Funding for Alternative Energy R&D
The Air Force Research Laboratory (AFRL) has released a Broad Area
Announcement (BAA) for over $25 million for Alternative Energy R&D. The
objective of the AFRL Alternative Energy funding for FY13 is to accelerate the
transition of energy efficiency and alternative energy technologies to meet Air
Force and the Office of Secretary Defense (OSD) Office of Operational Energy
Plans and Programs energy goals. The Air Force has received FY 13 Research
Development Test & Evaluation funds for this purpose. One focus of the BAA
is to improve energy-efficiency of large remote radar systems for better
performance near wind farms in order to reduce mission risk.
